Three others were found guilty of working with the commission in last Wednesday's ruling. The new indictments charge Salerno and the others with labor racketeering and bid-rigging. There were 36 separate criminal acts listed in the new indictments all related to the defendants' alleged participation in "the Genovese organized crime family of La Cosa Nostra." The new counts also charged Salerno and some of the defendants, including New York executive Edward Halloran, former owner of the Halloran House hotel, with rigging concrete construction bids for a midtown Manhattan building project. They have already been charged with rigging bids for Manhattan buildings including the luxurious Trump Tower and residential buildings for Mount Sinai School of Medicine and Memorial Sloan-Kettering Cancer Center.

Corrupt control of the concrete industry has been estimated in some studies to add 10 percent to 30 percent more to construction costs in New York City. The defendants' alleged ability to c4 nnouncinc hours 9 a.m. to 11 a.m. and 2 p.m. to 8:30 p.m.) Cheree Adams, Patricia Alana.

MOTHER FRANCES: (Visiting NEW YORK (UPI) The reputed boss of La Cosa Nostra's Genovese crime family was charged with helping to fix the union election in which Jackie Presser rose to lead the International Brotherhood of Teamsters. Federal authorities Monday unsealed the 2-month-old indictment alleging that convicted mobster Anthony "Fat Tony" Salerno and three associates fixed the 1983 election through meetings with crime family heads in Chicago, Cleveland and New York. Once Salerno and his associates installed Presser as the interim union head, the gang used influence with their man to profit from union actions and decisions on pension funds, the indictment said. Presser, who is facing federal racketeering and embezzlement charges in Cleveland, was not named in Monday's indictment.

The union's General Executive Board appointed Presser as the teamsters' interim chief in April 1983. He replaced Roy Williams, who was convicted in 1982 of attempting to bribe Sen. Howard Cannon, D-Nev. Presser was elected to a second term a month later. In all 16 people were named in Monday's indictment.

The new charges were added to a 29-count indictment handed down last March against the 16. The original indictment accused the same four reputed mobsters with helping to elect Williams as head of the teamsters in 1981 A trial on the indictments is scheduled to begin Jan. 20 in U.S. District Court in Manhattan. Authorities said they wanted to delay announcing the indictments until the conclusion of the "Commission" mob trial in federal court in Manhattan.

'Good Samaritan' Robs Businessman LOS ANGELES (API An apparent Good Samaritan who helped a Hong Kong businessman change a flat tire also helped himself to a briefcase with $25,000 in it, authorities say. Suen Fong was driving Monday afternoon to Los Angeles International Airport when he pulled to the side of the San Bernardino Freeway to change a flat tire, said sheriff's Deputy Carl Neeley.

A man stopped to help him, and when the man left, Fong saw that his briefcase containing $25,000 in $100 and $20 bills was missing from the car's front seat, along with his passport, Deeley said. The unprecedented Local 560 case, filed by the Justice Department under the federal Racketeer Influenced and Corrupt Organizations Act, went all the way to the Supreme Court before a judge's order removing the mob-influenced leadership was upheld and actually put into effect.

Raymond Wren, head of the Labor Department's organized crime strike force in Newark, N.J., said the U.S. attorney's office in New Jersey spent four years just preparing the case before the suit was filed in 1981. "We've figured out what most of the pitfalls are," Wren said Monday. "If we were going to do it all over again, I'm sure we could cut the time in half." Earlier this year, the Supreme Court refused to review the case, letting stand a federal judge's decision that the local was dominated by the Provenzano family and could only be cleansed by removing its executive board. The Justice Department has already begun its second thrust against an organized crime-influenced union.

After the recent conviction in New York of Carmine Persico, leader of the Columbo organized crime family, on charges of extortion in the construction industry, federal prosecutors filed for a trusteeship of Local 6A of the Laborers. The case is still pending, said Deborah Corley, a spokeswoman for U.S. Attorney Rudolph Giuliani. Last week. Justice Department officials in Washington told The New York Times that they were also targeting the Teamsters, the Laborers, the Hotel and Restaurant Employees and Bartenders International Union and the International Longshoremen's Association.

Wren said he could not comment on ongoing investigations. But, in addition to last week's conviction of eight alleged mob "Commission" leaders in New York, several criminal cases are now pending in New Jersey that could possibly result in union trusteeships. They include the state indictment of Nicodemo "Little Nicky" Scar-fo, the reputed head of the Bruno organized crime family in Philadelphia and southern New Jersey, and the federal indictment of reputed Genovese family mobster John Di-Gilio and ILA general organizer Donald Carson. Scarfo's racketeering indictment charges that he has exerted illegal influence over Local 54 of the Hotel and Restaurant Employees, the largest union in the Atlantic City, N.J., casino industry. DiGilio is charged with controlling ILA locals 1587 and 1588 on the New Jersey Hudson River waterfront and extorting payments in exchange for labor peace.

Convicted mobster Anthony "Fat Tony" Salerno and three associates were charged in a federal indictment Monday with helping to rig the 1983 union election of Teamsters head Jackie Presser.
